Community Action Partnership Policy Development
The Community Action Partnership's policy development activities are designed to further a national policy research
agenda that strengthens, promotes, and represents Community Action Agencies (CAAs) in their fight
to ensure that issues confronting poor people are heard and addressed. To complete this mission
successfully, the Partnership works toward the following goals:

Goal One:
Be responsive to Partnership members daily operational and programmatic needs.

Goal Two:
Address the long-term information needs of CAAs.

Goal Three:
Conduct effective advocacy work
In working to fulfill these goals, the Partnership addresses important legislation, policies, programs, activities,
and positions that:

Affect the poor and the sustainability of households;

Affect CAA programs and the communities of people they serve;
-
Influence the support and resources CAAs receive to fight for the elimination of poverty;
-
Are consistent with the mission, vision, and
values of Community Action.
The Mandates of Community Action Agencies
CAAs are mandated by law to address policies, programs, and activities relating to poverty. These mandates
are detailed below, and they serve as the forces guiding the Partnership's policy development.
Mandate One:
Fight Poverty. CAAs must provide resources and services to reduce poverty.
Mandate Two:
Promote Self-Sufficiency. CAAs must help low-income persons a) secure and retain meaningful
employment b) attain an adequate education c) better use available income d) obtain and maintain adequate
housing e) obtain emergency assistance f) engage in civic participation g) maximize use of available assistance.
Mandate Three:
Feed the Hungry. CAAs must provide services to counteract starvation and malnutrition.
Mandate Four:
Improve Social Services. CAAs must establish linkages with social service organizations.
Mandate Five:
Engage the Private Sector. CAAs must encourage private sector participation to fight poverty.
