Community Action Partnership Reports
Foreword to: Information Technology for Community Action Agencies and Their Low-Income Clients: Findings from a National Survey
Community Action Agencies (CAAs) have a long and rich history of helping low-income communities throughout the United States. Since 1964, CAAs have taken the lead in helping people move themselves out of poverty and towards self-sufficiency.
During America’s transition from an “old economy” based on goods and services to a new one based on ideas and information, there is a danger that many in our society specifically those with a lack of access to technology, as well as the skills and abilities needed to find productive employment will fall prey to a “new poverty.”
In order to more fully understand the challenges and opportunities facing CAAs and the low-income clients they serve, the Community Action Partnership conducted a national survey of its members, as well as a review of the literature on the digital divide.
Our intention in releasing this report is to further the discussion of how we can best work together to help close the digital divide and to highlight some of the truly innovative programs already begun by many CAAs around the nation. This report provides many interesting findings and lessons, however it is only a starting point. The Partnership is dedicated to continuing its work with CAAs, state community action program associations, and other partners in finding solutions to this pressing and ongoing issue.
