Foreword to: Meeting the Housing Needs of People in Poverty: Findings from a National Survey of Community Action Agencies

Community Action Agencies (CAAs) have a long and rich history of helping low-income communities throughout the United States. Since 1964, Community Action Agencies have taken the lead in helping millions of people move out of poverty and toward self-sufficiency. They serve their communities through direct advocacy on behalf of low-income residents and through their operation of an integrated and comprehensive set of antipoverty projects. Low-income housing assistance plays an important role in their activities.

Community Action Agencies have had a particularly successful track record in helping low-income people and communities meet their housing needs. Every Community Action Agency tailors its housing activities to the circumstances of its community. While the accomplishments of individual agencies have attracted attention, the total scope and impact of the Community Action network’s housing activities are not well know.

In order to more fully understand the range of these activities and to highlight the most pressing challenges in the area of low-income housing, the Community Action Partnership conducted a national survey of its members. This report summarizes and presents the survey results.

In commissioning this research, the Partnership had two goals in mind. First, to document the capacity of Community Action Agencies for addressing the housing needs of the nation’s low-income citizens. Second, to foster ongoing dialogue on housing among Community Action Agencies, their partner organizations, and their funding sources. This report provides many important findings and lessons. However, it may be seen mainly as a status report, with indications of the challenges ahead.
